This set contains all 12 teams who played in the top two division of the competition, with all team cards having try scorers (including extra ones) and individual kicker ranges, and each division having it's own tournament-specific control charts. The teams are not rated to be played across divisions.
 
England retained their title with a 21-12 victory in Vancouver over Canada in a match between the two major regional women's tournament champions, but the improvement of Ireland continued in their first year in the top division, with a shocking 29-27 victory over world champions New Zealand, as they would finish in second place.
 
After finishing fourth in the Pacific 4-Country, Australia's first year in the second division saw them take the title, but only after surviving close encounters with South Africa, who continue their own improvement despite only one win, and Scotland, 31-22 in the Cape Town decider.
 
Due to the wide difference in team standards, the third division was not included in this set.
