The first-ever season got off to a rough start when the opening game in league history at Tokyo's National Stadium was the first of many early round matches cancelled due to COVID-19 infections, but at the end of the season the two big teams, who had won seven of the final 10 seasons of the industrial league - Tokyo S and Saitama, still came one-two in the table, and would once again line up in the final with wins over Tokyo BL and Funabashi respectively in the semi-final.
Saitama would retain their Japanese title from 2021 with the first championship in the new league as scoring the only two tries in the final back in the National Stadium would help them to an 18-12 victory over their rivals.
At the bottom, Osaka would resign their place and would be replaced by city rivals Hanazono for the following season, and they would be joined by Sagamihara when they defeated Urayasu in the Promotion/Relegation Series.
